I would have guessed that it's because of the filesize, but the file you just uploaded is 100kByte big. A screenshot made with "standard tools" on my notebook with the same amount of pixels results in a about equally voluminous file, but with much higher quality. The most likely explanation is, they just use awfully bad software!
